The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are issued from different nations. Considerable effort is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by partner states. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to replace in the short term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration works based on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
